teaching in pa without license- paraprofessional or coach status?

I’m wondering if it is possible to have Suzuki teachers teach in the public schools under the title of ‘coach’ or ‘paraprofessional’ so that they do not need a PA teaching license. Does anyone know the protocol? I’m doing some research myself, but the Pennsylvania Department of Education uses such ambiguous language. It’s a headache.

update-
I spoke with a friend who teaches in the public schools. She suggested tackling charter schools in PA because they are allowed to employ up to 25% of teachers without a license. Just posting this in case others are wondering something similar.
