I have a son who is a “head-tilter”. We went to the opthamologist and learned that the tilting was caused by his inability to focus both of his eyes by looking straight ahead. We learned he had a form of nystagmus (an eye condition).
Hope this is helpful—your student might have a physical problem.

Another cause of head-tilting (also ophthalmalogic) is congenital palsy of the fourth cranial nerve. It’s not uncommon and sometimes hard to detect at an early age. They tend to tilt away from the affected side.
